General Overview

About Bauxite Resources Limited

Bauxite Resources Ltd (BRL) was established with a substantial tenement holding in Western Australia to develop new bauxite supply for the global alumina/aluminium industry. The Company listed on the Australian Securities Exchange (ASX) in October 2007.

The Darling Range in the south-west of Western Australia (WA) is the world's largest bauxite mining and alumina refining region producing around 20% of the world's alumina. This area has mined bauxite and refined alumina since the 1960s. These industries are leaders in sustainable resource development and represent the fifth largest sector of WA's resource industry.

Strategy

Bauxite Resources primary focus has been on the acquisition, exploration and development of bauxite deposits in Western Australia.

To date exploration activities have been centred on the highly-prospective Darling Range in south-west Western Australia, the largest bauxite producing region in the world. The Company has two joint ventures (JV); one with Yankuang Resources Pty Ltd (Yankuang) and another with HD Mining & Investment Pty Ltd (HD Mining). The JVs allow BRL to share exploration expenditure and capital costs, including investigating the feasibility of a proposed alumina refinery (Yankuang JV) in Western Australia.

The Company has four central strategies under its business plan:

  • Commercialisation of bauxite resources namely BRL's 100% Fortuna Deposit and other areas of potential as they emerge
  • Development of the Bauxite Alumina Joint Venture arrangements to support the development of the Felicitas resource
  • Undertake the exploration development work required under the HD Mining Joint Venture to move into feasibility studies and then to construct bauxite mines based on the existing resources
  • Explore acquisition/divestment opportunities to add value to shareholders

Bauxite Alumina Joint Ventures (BAJV)

In April 2011, Bauxite Resources formed a Joint Venture with Yankuang Group to establish Bauxite Alumina Joint Ventures (BAJV). The Joint Venture has identified well in excess of 90 million tonnes of refinery grade bauxite resource, a critical milestone for the joint venture for the undertaking of a bankable feasibility study (BFS) into the viability of an alumina refinery in south-west Western Australia.

The costs of the BFS, when undertaken, will be borne 90% by Yankuang and 10% BRL.

The BAJV provides Bauxite Resources and Yankuang with an opportunity to create a valuable, long-life project. A refinery will allow the Joint Venture to generate a value added product and secure solid business margins that will provide protection against potential future market downturns.

Joint Venture Details

BRL has signed ten Detailed Agreements for the proposed refinery to produce a minimum of 1.1 Mtpa of alumina and refine ~3.5Mtpa of Darling Range bauxite. The proposed refinery is subject to a bankable feasibility study (BFS), site selection, all regulatory approvals and substantial commencement within five years of the agreement date.

Subject to all necessary approvals and the decision by the parties to proceed under the BFS, Yankuang will pay 91% of the refinery construction cost and receive 70% of the alumina product. Bauxite Resources will fund 9% of the refinery construction cost and receive 30% of the alumina product and receive assistance from Yankuang to arrange financing. Yankuang will off-take half of BRL's share of alumina production for ten years. Work towards site selection for the refinery has commenced and a target of establishing a resource of 60 million tonnes is set for 2011.

Ten Detailed Agreements have been signed between BRL and Yankuang including:

  • Joint Venture Resource Agreement;

About Yankuang Resources Pty Ltd:

Yankuang Resources Pty Ltd is a subsidiary of Yankuang Group, and is managed by Yancoal Australia Ltd.

Yankuang Group Co., Ltd. is a large State-Owned-Enterprise mainly engaged in coal mining & sales, coal chemical industry, power generation & aluminium production and machinery manufacturing. The mining business commenced development in 1966 and Yanzhou Coal Mining Bureau was established in 1976. It was restructured into a sole State-owned company in 1996, and further developed into Yankuang Group Co., Ltd. in 1999. Now Yankuang Group is the largest coal exporter & producer integrated with coal further-processing in Eastern China, and one of the three chemical industry bases in Shandong Province.

Yankuang Resources Pty Ltd is managed by Yankuang Group's Australian interest, Yancoal Australia Ltd (ASX Code: YAL). Yancoal is one of the largest export coal miners in Australia, producing both thermal and metallurgical coals from its portfolio of mines located in Queensland and New South Wales. Group coal production is planned to grow over the next five years from a number of brownfield projects. A large reserve base, sufficient port allocation and a supportive majority shareholder, Yanzhou Coal Mining Company Limited underpin the Company's growth plans. Yancoal also manages on behalf of its majority shareholder an additional two mines located in Queensland and Western Australia.

Joint Venture - HD Mining and Investments Pty Ltd

BRL has a joint venture with HD Mining & Investments Pty Ltd, (HDM) the wholly owned subsidiary of Shandong Bureau No.1 Institute for Prospecting of Geology & Minerals, (Shandong) titled the BRL-HD Mining Joint Venture. HDM is currently working towards obtaining a 40% interest in the bauxite rights of several tenements under the joint venture which are wholly owned by BRL. HDM are fully funding exploration activities and their interest will be triggered if HDM enters into a binding commitment to undertake a feasibility study on the tenements. Should HDM and BRL make a subsequent decision to mine, then HDM will earn an additional 20% interest in bauxite rights on the tenements. BRL maintains 100% interest in all other minerals.


Projects

Darling Range Project

The Company remains committed to the identification and development of high quality bauxite resources throughout the Darling Range, Western Australia, a proven bauxite and alumina producing region. Recent focus has been on two key projects, namely Fortuna and Felicitas, both located in the northern Darling Range.

Both resources display low reactive silica and very high available alumina to reactive silica ratios, making them extremely attractive for refining.

The Darling Range in Western Australia remains the largest alumina producing region in the world due to two key features. Firstly the majority of alumina present is the tri-hydrate mineral gibbsite. Alumina from this type of deposit is readily extracted at lower temperatures when compared to mono-hydrate mineral boehmite found in other bauxite regions around the world, and as such refining costs are significantly reduced. Secondly, the bauxite in the Darling Range typically presents at or close to surface allowing for low cost, efficient open pit mining methods.

BRL and its Partners resources are located on large private land holdings (cleared farmland), with close access to road and rail infrastructure. The bauxite is shallow, typically with less than two metres of loose overburden, requiring limited pre-stripping. All attributes indicate potential for the Company's projects to support long life, low cost bauxite production. In summary, Darling Range bauxite is:

  • Gibbsitic and as such requires lower temperatures for refining meaning less energy usage
  • Has low reactive silica to available alumina requiring less caustic soda usage and lowering reefing costs
  • Typically close to surface , enabling simple cost effective open pit mining
  • Located on large private land holdings predominantly cleared farmland
  • Close to road and rail infrastructure requiring limited capital investment

Fortuna – 100% BRL

The Fortuna bauxite resource is located on private farmland near the regional town of Wundowie, Western Australia, with excellent road access to Perth, existing heavy rail approximately 15km away, and Kwinana Port approximately 120km from the project area. BRL retain 100% beneficial interest in the resource.
 
The deposit extends across an area of 658Ha (6.58km2). A total of 522 vacuum drill holes have been completed at Fortuna. 370 vacuum holes have intersected bauxite within the mineral resource for 1,637m within the mineral resource wireframe. The bauxite horizon is up to 13m in thickness with loose overburden typically less than 2m thick. The resource displays low reactive silica, and a high available alumina to reactive silica ratio, properties desirable for alumina refining. The resource does not require any form of beneficiation.
 
One of the Company’s key strategic objectives is to target direct shipping ore (DSO) export from the Fortuna Deposit, and continues to focus on assessments for potential development of this deposit.
 
Level 2 Flora, Vegetation and Fauna Baseline Surveys have been undertake by MWH Global (incorporating Outback Ecology), expanding on the Level 1 surveys completed in 2013, and providing baseline biological information to support future environmental impact assessment (EIA) and applications for regulatory approval. The work was designed and conducted in accordance with the WA Department of Parks and Wildlife (DPaW) and WA Environmental Authority (EPA) guidelines, with field survey components carried out in spring. The Office of Environmental Protection Authority (OEPA) was consulted and provided endorsement of the timing of the survey.

The Company plans to extend species searches outside the project footprint to establish distribution and abundance in surrounding areas. The study has recommended additional flora studies during late autumn/early winter to account for seasonal variation, as well as targeted surveys for terrestrial fauna, consistent with regulatory guidelines. Proposed work includes consultation with the OEPA regarding proposed future surveys, and to prepare impact assessment documents to assess potential impacts of the project on flora, vegetation, vertebrate fauna and short range endemic invertebrate fauna.
 
A scoping study has been undertaken by well regarded, independent mining consultant, AMC Consultants (AMC) (ASX announcements 21/01/15 and 05/02/15), who provided mining, engineering, logistics and economic assessment for the Fortuna deposit which currently has a JORC Code 2012 compliant Mineral Resource of 40.2 million tonnes (ASX announcement 19/06/14).

The study showed sound rail transport logistic options for the project, critical for a commodity such as bauxite however recognised the port to be an area which in the short term has restrictions on access to existing bulk loading facilities, and required further investigation by the Company.

It is envisaged that mining will be via excavators and trucks, but assessment of continuous miners and other alternatives is warranted. Mined ore will be transported to a crushing and screening plant, central to the resource area for sizing, which will feed an approximately 2km conveyor for transfer below Toodyay Road to a stockpile to the north. This option meets BRL’s objective of keeping haul trucks off this principal highway for safety reasons.  Product from the transfer stockpile will be transported to a rail siding to the north. 

The study does identify further development work to be undertaken to ensure port access is achievable in a reasonable timeframe, materials handling at the port, and associated capital requirements. The current preferred option is transhipping, with the Company having commenced engaging with consultants to detail this option which is expected to enable sea transport by Cape size vessels.

AMC have recommended further follow-up studies that include:

  • Port and port logistics
  • Conversion of Exploration Access Agreements to Mining Access Agreements
  • Off take discussions to confirm volume and pricing
  • Infill drilling for mine planning
  • Environmental Approvals

The BRL Fortuna bauxite resource currently stands at 40.2Mt and is:

  • situated on a small number of private landholdings;
  • located approximately 60km north east of Perth, being 10km from the town of Wundowie; and
  • in proximity to existing rail infrastructure approximately 15km to the north, providing a link to Kwinana around 120km away.

The lateral extent of mineralisation has not yet been tested by drilling and therefore is not considered to be closed off.

Felicitas - BAJV

The project is within the Company's joint venture with Yankuang Resources (BAJV). The resource offers the advantages of being located on a small number of large private landholdings (farms), readily accessible by road, in close proximity to existing rail infrastructure, and approximately 120km by rail to the nearest bulk handling port (Kwinana).

The deposit comprises a bauxite horizon of up to 16m thickness (average 4m) that is typically covered by 0.5m to 2m of loose overburden. The available alumina and reactive silica results quoted are based on low temperature bomb analysis (148°C), and the results indicate that the majority of alumina present is as the tri-hydrate mineral gibbsite. The resource display attributes desirable for alumina refining, namely low reactive silica and a high available alumina to reactive silica ratio.

The deposit is considered to have further resource growth potential as drilling programs to date have yet to fully test the lateral extent of the mineralisation and it is therefore not considered to be closed off.

Athena - HD Mining

The resource is located on private landholdings, approximately 120km south east of Perth, between the townships of Wandering and Pingelly. The deposit is situated on exploration licences E70/3890 and E70/3180.

Athena is contained within the Company's joint venture with HD Mining & Investments Pty Ltd, (HDM) the wholly owned subsidiary of Shandong Bureau No.1 Institute for Prospecting of Geology & Minerals (Shandong).

The Athena bauxite resource:

  • Is situated on a small number of private landholdings on exploration licences E70/3180 and E70/3890
  • Displays bauxite thickness up to 13m (average 3m)
  • Displays very good alumina grades

Athena is situated approximately 20km north of the 15Mt Ceres resource announced in June 2012. Both resources are located in the eastern Darling Range and within the HD Mining JV. Combined the two resources total 51Mt and indicate this may emerge as a new bauxite district.

Dionysus - HD Mining

The resource is located on one private landholding, approximately 100km north east of Perth on exploration licence E70/3405. Access from Perth is via the Great Northern Highway followed by the Calingiri West Road. The project is situated 12km from existing rail infrastructure providing a link to Kwinana Port.

Dionysus is contained within the Company's joint venture with HD Mining & Investments Pty Ltd, (HDM) the wholly owned subsidiary of Shandong Bureau No.1 Institute for Prospecting of Geology & Minerals (Shandong).

Ceres – HD Mining

The Ceres deposit is part of the Company's emerging eastern Darling Rangeproject area in south west, Western Australia. The resource is situated on a number of large farms north of Williams, located 150km south of Perth, close to the Perth-Albany highway and approximately 35km from existing rail infrastructure providing a direct link to Albany Port.

Other Projects

In addition to the above-mentioned resources Bauxite Resources and its Partners have also identified numerous smaller bauxite resources throughout the Darling Range. These resources, although currently modest in size, may offer potential to serve as "satellite" deposits once mining operations are established in the region.
