When David Coffey saw the potential for geotechnical engineering in the 1950s, it was a little understood discipline rarely used in Australia. It was a pioneering profession, yet to make inroads in this growing country.

Seeing its value, David travelled to Canada where he lived and worked, honing his craft and building his skills as a geotechnical engineer.

Returning to Australia in 1959 to start his own business from his Sydney home, he launched Australia's first geotechnical engineering firm. Coffey was born, bringing innovation and insight to projects throughout Sydney.

Coffey been breaking new ground since the very beginning.

It took just four years for Coffey to lead the market, edging out competitors that had arrived from overseas. By the mid-1960s, they were working across Australia and continuing to grow.

In the 1970s, Coffey ventured overseas, creating new opportunities for the company. But it was during the 1980s that Coffey really expanded. New work saw them grow, while strong financial management ensured stability. Their offices in Kuala Lumpur and Bangkok were opened and the future looked bright.

Effluent Storage Tank Foundations

Duration: April 2014 – June 2014

Location: Piako Road, Hamilton, New Zealand

Coffey’s geotechnical investigation analysis determined the most cost effective foundation design solution to reduce the risk of failure and ensure the long term viability of the structure.


Their client needed to assess foundation construction design requirements to support a 3.5 million litre capacity effluent tank to support their building consent application.

Testing and logging of the subsoil revealed challenging soil conditions consisting of soft peat to 1.7m below ground level. This was underlain by a narrow clay layer and then sand. Groundwater was encountered below the clay layer, adding to the project’s complexity. Additional liquefaction analysis assessed the suitability of the foundation design in response to an extreme event. Should any undermining of the deeper subsoils occur this could lead to different rates of settlement, leading to structural failure.


Coffey analysed the geotechnical data in combination with the tank design parameters. This showed the ground conditions would be susceptible to settlement under heavy loads, and a detailed engineering design was required.

They gave their client a range of design options using different methodologies to ensure they could make an informed selection.

Throughout the course of the foundation construction, they provided inspections and advice to ensure design specifications were met and consent would be granted.


A perimeter foundation design to support the areas of maximum loading was determined to be the best solution. Existing peat was removed and replaced with compacted brown rock to limit the amount of earthworks reduce overall costs.

Following the acceptance of the building consent, they provided construction inspections to deliver a Producer Statement certifying the construction works.

Economic and Public Sector Program

Papua New Guinea is rich in resources, but still has high levels of people living in poverty. Creating a vibrant economy and equitable society to improve the quality of life for children, women and men is an ongoing challenge.

Debate and discussion of issues is widely accepted as a cultural norm in Papua New Guinea. But making sure they are held at decision-maker level and heard among the broader population in order to influence lasting change is vital.

With a long and close working relationship, the Australian and Papua New Guinean governments are committed towards the goal of development for PNG. Tanim Graun – a televised development debate – is one example of that partnership.


Tanim Graun, or ‘turn the earth’, is a question and answer style television program exploring topical and timely issues dealing with development challenges in PNG. The program canvasses a range of topics and views through discussion and debate.

Evaluating an EU Campaign to Reduce the Gender Pay Gap

The European Commission’s (EC’s) communication campaign on the gender pay gap was launched in 2009 to help reduce the pay gap in the EU from persistent levels of 17%. The primary objective of the campaign was to raise awareness of the pay gap amongst women, businesses and citizens in general. To do this, the campaign used a number of communication channels and tools including print and online advertising, the media, a website, event support and partnership building.

Coffey was commissioned to provide evidence-based answers as to effectiveness of the campaign and recommendations for future activities.


Evaluation Methodology – Due to the complex nature of the task, their team devised a mixed method approach to evaluate the effectiveness of current communications standards. These methods included:

  • Desk research to refine scope of evaluation
  • Focus groups in six member states
  • Telephone interviews with 20 campaign partners
  • Online surveys
  • Case studies in Austria, Finland and Poland

Relevance – The campaign was found to be highly relevant as its target audiences had had a very low awareness of the gender pay gap and its effects.

Effectiveness – The campaign had varying levels of effectiveness depending on the target audience and the specific communication activities in question. The campaign was most successful with employees and less so with employers and senior managers, highlighting the difficulty in using a single message across broad audiences.

Recommendations – Amongst other things, Coffey recommended that the EC:

  • Create clearly articulated goals that are SMART (specific, measurable, attainable, realistic and time bound). Such practices will help create more robust and appropriate communications activities in the future
  • Consider tailoring communications materials for varied audiences and nations
  • Include a ‘call to action’ focus in future campaigns. Findings indicated that there was a strong preference for messages that prompted an audience response and demonstrated a ‘what’s in it for me’ factor clearly
