The Company's mid-scale business model incorporates the Company's wholly owned and developed OSMR® LNG process. The OSMR® LNG process is centred on delivering four key principles, relative to larger traditional LNG project, being:

  • lower capital cost
  • improved energy efficiency
  • shorter development and construction schedule
  • lower carbon emissions and overall environmental impact

The OSMR® LNG process can also be utilised as the process technology of choice for larger LNG trains of up to 6 Mtpa.

Company Strategy

The Company's 'Energy Link' strategy is to develop mid scale LNG plants to link proven gas reserves with existing LNG buyers.

The Company's business strategy also aims to remain at the forefront of LNG processing technology (including development and/or implementation of enhanced LNG processing technologies, transportation and storage) to ensure the Company's LNG plants are world competitive in operating efficiencies and capital and operating costs.

The Company has applied for and received acceptance of, and/or been granted, patents in several national and regional jurisdictions to protect two primary inventions. The patent applications relate to:

  • A Method and System for Production of Liquid Natural Gas (OSMR® process”)
  • Improvements to the OSMR® process (“OSMR® process further improvements”) (applications have only been filed in Australia and the United States)
  • Boil-off Gas Treatment Process and System (“BOG treatment process”)

The OSMR® process is based on a proven simple single mixed refrigerant system with the addition of conventional combined heat and power and ammonia refrigeration technology to significantly enhance the plant performance (LNG output and overall process efficiency).

This results in a plant cost of around half that of competing technologies (based on $/tpa) and an overall plant efficiency which is around 30% better than others (i.e. 30% less carbon emissions). This, together with the Company's plant modularisation and construction strategy, substantially improves project economics.

The OSMR® process is planned to be used in the Company's 3 million tonnes per annum Gladstone Fisherman's Landing LNG Project in Queensland, Australia. China's Huanqiu Contracting & Engineering Corporation is currently preparing an engineering, procurement and construction proposal based on the OSMR® process.

Progress of the Company's patent applications will be communicated to shareholders when granted in countries and jurisdictions significant to the Company's current LNG activities. The status of patent applications will also be reported in the Company's Quarterly Reports to the ASX.

The provisional Patent Application (no. 2007903701) covers three engineering design features:

  1. Utilisation of a proven ammonia absorption process to provide additional low cost cooling to the plant without consuming additional fuel gas. This will:
    1. Improve fuel efficiency by approximately 30% compared to traditional refrigeration systems used in large scale LNG processes
    2. Increase LNG plant output by approximately 40% compared to single mixed refrigerant (SMR) LNG processes
    3. Decrease LNG plant emissions by approximately 30%
  2. Utilisation of a system to recover and reliquefy boil off gas (BOG) and at the same time reject nitrogen. The benefit is a substantial reduction in BOG compressor capacity and a simple method of rejecting nitrogen to meet buyers required LNG specification
  3. Utilisation of a system to keep the LNG ship loading system cool using cold gas rather than LNG. This avoids continuous circulation of LNG to keep the transfer system cool and additional BOG that this traditional process generates

The smaller scale and modular nature of the Company's LNG plants will also enable the rapid application of enhanced LNG processing technologies, including the retrofit of existing third party LNG plants.

Australia

Gladstone LNG Project - Fisherman's Landing Train

Gladstone LNG is developing a mid-scale, 3.8 million tonne per annum (mtpa), liquefied natural gas (LNG) plant at Fisherman's Landing in the Port of Gladstone, Queensland, Australia (Project). The plant will treat and liquefy gas, into LNG, for loading onto LNG ships for export.

The Company has received all necessary approvals for a 3mtpa plant and will, in due course, be submitting applications for the required approvals to increase the LNG plant production capacity to 3.8 mtpa.

The Company considers that Gladstone LNG will validate the Company's business model and change the way that many future LNG projects are developed world-wide. The reason:

the Company's wholly owned OSMR® liquefaction technology and development methodology results in:

  • Lower capital cost
  • Lower operating cost
  • Faster construction, and
  • Improved efficiency
Who is Responsible for the Project

Gladstone LNG is a wholly owned subsidiary of publicly listed Australian company Liquefied Natural Gas Ltd (ASX: LNG). Gladstone LNG is responsible for the proposed planning, construction and operation of the Project at Fisherman's Landing, including a gas supply pipeline, gas treatment and liquefaction facilities, storage tank, jetty / ship loading and related facilities.

Staged Development of Project

Gladstone LNG plans to develop the Project in two stages, with Stage 1 consisting of a 22km gas pipeline, LNG processing train (Train 1), 200,000m3 LNG storage tank and jetty/ship loading facilities for up to 153,000m3 LNG ships. Stage 1 will have a nominal LNG production capacity of 1.9 mtpa and a guaranteed capacity of 1.5 mtpa.

Stage 2 will comprise a second LNG processing train (Train 2), which will double the LNG production capacity to 3.8 mtpa. No additional LNG storage tank capacity or jetty/ship loading facilities will be required for Train 2.

The design life of the plant is 30 years.

Mainland Project Site

Gladstone LNG has secured a 24ha mainland site under an Agreement for Lease with Gladstone Ports Corporation Limited. The Agreement for Lease includes, as an annexure, the agreed form of Lease, including a 20 year lease term (with 2 x 5 year term extension options). The site has access to existing port infrastructure and services and, subject to relevant approvals, is capable of accommodating up to 4 LNG trains, with a combined nominal LNG production capacity of 7.6 mtpa. Future Trains could have a capacity of 2.8mtpa each making a total site capacity of 9.4mtpa.

Project Development Costs

As at December 2012, the total capital investment cost for the 3.8 mtpa Project, including contributions for dredging in the Gladstone harbour, was estimated at A$1.7 billion; with a Stage 1 A$1.1 billion spend from 2013 to 2016 and a further A$600 million for Stage 2.

Project Delivery Timing

Pending the securing of gas supply, the project is effectively on a care and maintenance program.

Canada

Bear Head LNG

A 255-acre site comprising industrial-zoned land (180 acres) and deep-water acreage (75 acres) as well as foundations in place for two 180,000 cubic meter LNG tanks. The land has been cleared, a majority of site works completed and roads constructed.

The Project Rights of the previously proposed LNG import terminal, including all assets, rights and obligations associated with the Bear Head project.

The project site is located on the Strait of Canso which provides a naturally deep, sheltered, ice-free and dredging free harbor that is half the shipping distance to Europe when compared to the U.S. Gulf ports. The distance to Asian markets is similar to that from U.S. Gulf ports. The Strait of Canso area has long been the site of major industrial activity and currently hosts a pulp and paper mill, a crude oil trans-shipment centre, a coal terminal and electric power station, a natural gas liquids fractionation plant and docks handling outbound crushed rock.

Initiated in 2001 as an LNG import facility, the Bear Head project was sold to Anadarko in 2004. Anadarko then performed detailed engineering and substantial site construction including two LNG tank foundations and civil works involving roads and culverts. Development of the 255-acre land and water site was halted in 2006-2007 due to changing market conditions. LNGL intends to utilize the completed site work and the LNG storage tank foundations in the new Bear Head LNG Export Project.

The Project rights acquired by LNGL as part of Bear Head LNG Corporation include all regulatory licenses, authorizations, consents or approvals and certain reports, studies and engineering in relation to the LNG import terminal.

The Bear Head facility is expected to have a production capacity of 4 million tons per annum (mtpa) with potential for future expansion.

The Maritimes & Northeast Pipeline (M&NP), owned by Spectra Energy Partners, connects Nova Scotia to Atlantic Canada and the Northeastern United States. Bringing gas to the Bear Head LNG project site will require construction of a gas transmission pipeline to connect with the M&NP pipeline near Goldboro, Nova Scotia, a distance of approximately 60 km (37 miles).

A final investment decision on the project is expected in 2016. LNGL anticipates that the Bear Head LNG export facility could be in commercial operation in 2019. Bear Head LNG Corporation will operate as a wholly-owned subsidiary of Liquefied Natural Gas Limited.

Technology

The Bear Head project can be viable at a relatively low gas supply volume of approximately 300 million cubic feet per day (MMcf) (2 mtpa). LNGL plans to utilize liquefaction train sizing of approximately 2 mtpa which is smaller than typical in the industry. This will allow production to ramp up incrementally with market demand and natural gas availability. The facility will utilize the company's wholly-owned OSMR® liquefaction technology. Engineering design for this system is complete.

LNGL expects significant benefits and cost savings by taking advantage of work already done on the company's Magnolia LNG project being permitted at Lake Charles, Louisiana. These benefits include engineering and technical work, development of commercial agreements, and equity and debt structuring and agreements.

Project Development Team

Maurice Brand is President of Bear Head LNG Corporation and is also Managing Director and Chief Executive Officer of Liquefied Natural Gas Limited. He has extensive experience in the global energy industry spanning more than 27 years including responsibility for energy related projects in Australia, Indonesia and India.

John Godbold is the Chief Operating Officer and Project Director for the Bear Head LNG Project. John previously lead LNG development projects for Pangea LNG, Gulf Coast LNG and El Paso Energy, and is a former NASA engineer.

Ian Salmon is the Chief Financial Officer and Chief Commercial Officer for the Bear Head LNG Project. Ian was previously CFO of Featherwood Capital, RDG Energy Group and Pangea LNG. He worked for El Paso Energy and Morgan Stanley and has extensive LNG knowledge and industry relationships.

USA

Magnolia LNG

The Project will access approximately 90 acres of available land in Lake Charles, Industrial Canal South Shore PLC Tract 475, (Site) through a long-term lease with the Lake Charles Harbor & Terminal District.

The Company's wholly owned OSMR® liquefaction technology and development methodology results in:

  • Lower capital cost
  • Lower operating cost
  • Faster construction
  • Improved efficiency

Feed gas for the Project will be sourced from the highly liquid US gas market via several gas suppliers. Gas will be delivered to the site via two existing underutilised pipeline infrastructure that traverses the Site. Two additional gas pipelines are located within 3 miles of the site. Consequently, very short interconnect pipelines will be required to tie-in to the existing pipeline(s).

On 18 December 2012 Magnolia LNG filed an application with the U.S. Department of Energy, Office of Fossil Energy (DOE/FE) seeking long-term multi-contract authorization to export up to 4mpta of liquefied natural gas (LNG) to Free Trade Agreement (FTA) countries. Authorisation is expected to be granted by DOE/FE in first quarter 2013. Authorisation is required by US law to be granted within 90 days of the filing date. Magnolia LNG will provide cost effective liquefaction services under an LNG Tolling Agreement enabling LNG sales to these FTA countries.

Magnolia LNG has also commenced activities that relate to the Federal Energy Regulatory Commission's (FERC) authorization and other necessary environmental permits to site, construct, and operate the Project. Early preliminary activities include a Safety Assessment for the LNG facility, a Waterway Suitability Assessment (WSA), geotechnical studies, and studies required to ensure a timely and smooth approvals process.

A detailed Permitting & Approvals Roadmap has also been prepared by a local US consultant that outlines the related tasks over the next 24 months. In accordance with the FERC approval process, Magnolia LNG is anticipating submitting its formal Pre-File application by March 2013.

The five key early milestones targeted for the Project are:

  • Receipt of DOE FTA Approval - February 2013
  • Submit Pre-Filing Application to FERC - March 2013
  • Selection of Project partners - June 2013
  • Submit Filing Application to FERC - December 2013
  • Final Investment Decision - December 2014 (subject to FERC approvals)

The Project will comprise a full containment LNG tank of ~ 200,000 m3 in accordance with NFPA 59A and FERC guidelines. The industrial canal will enable LNG Carriers (up to 170,000 m3 Membrane) to access the Site using the existing swing basin. The Site is adjacent to the existing Trunkline LNG Terminal, and so LNG Carriers have been previously operational in the main Calcasieu Channel and Industrial Canal.

The Project will largely benefit from the Front End Engineering Design (FEED) recently undertaken for the Fisherman's Landing LNG Project in Gladstone, Queensland, Australia. This will assist in expediting the permit approvals process.

The indicative capital estimate is US$2.2 billion for the Project (4 mtpa). The resulting cost of ~ US$550 per LNG tonne would be the lowest export LNG capital cost in the US and one of the key success factors of the Project.


Subsidaries

Bear Head LNG

Liquefied Natural Gas Limited (LNGL) purchased 100% of the stock and assets of Bear Head LNG Corporation on 27 August 2014 from a subsidiary of Anadarko Petroleum Corporation (Anadarko) for US$11 million. LNGL plans to develop an LNG export facility at the partially developed Bear Head site on Canada's East Coast near Port Hawkesbury, Nova Scotia.

Magnolia LNG

Magnolia LNG, a newly formed, wholly-owned subsidiary of Liquefied Natural Gas Limited (LNGL), is developing an up to 8 million tonne per annum (mtpa) mid-scale LNG facility in the Port of Lake Charles, Louisiana, USA using its highly efficient and patented OSMR® technology (Project).
